TÜRKİYE’DE YOLSUZLUK VE EKONOMİK BÜYÜME ÜZERİNE BİR İNCELEME: 1995-2020 ZAMAN SERİSİ ANALİZİ

Abstract

Yolsuzluk; bulunulan konum nedeniyle sahip olunan yetkinin doğrudan ya da dolaylı yoldan maddi veya manevi kazanç sağlamak amacıyla kötüye kullanılmasını ifade eder. Günümüzde global sorunlar arasında yer alan yolsuzluk iktisatçıların çalışma konularından biridir. Hem gelişmiş hem de az gelişmiş ülkelerde görülen yolsuzluklar; ekonomide yatırımları caydırdığı, ekonomik büyüme ve kalkınmayı olumsuz etkilediği, gelir dağılımını bozduğu, kaynak israfına yol açtığı son olarak demokrasi ve ahlakı zedelediği gibi makroekonomik büyüklükleri olumsuz etkilemektedir. Çalışmanın temel amacı Türkiye’de yolsuzluğun, ekonomik büyümeye olan etkilerini analiz etmektir. Bu doğrultuda ilk olarak yolsuzluk kavramı, nedenleri, nasıl ölçülebileceği hakkında genel bir değerlendirme yapılmıştır. Değişkenler arasındaki ilişkiyi tanımlamak için alternatif bir model üretilmiştir. Modelde ekonomik büyüme bağımlı değişken, yolsuzluk, enflasyon, işsizlik ve nüfus artışı bağımsız değişken; internet erişimi ve hane halkı kredi kartı kullanımı ise kontrol değişkenler olarak belirlenmiştir. Daha sonra değişkenlerin durağanlık seviyeleri sınanmıştır. Uzun ve kısa dönem ilişkinin varlığını test etmek için ise ARDL analizi gerçekleştirilmiştir. Elde edilen sonuçlara göre yolsuzluğun ekonomik büyümeyi negatif yönlü etkilediği görülmüştür.

Abstract

Corruption; It refers to the abuse of the authority, which is acquired due to the current position, for the purpose of obtaining material or moral gain directly or indirectly. Corruption, which is among the global problems today, is one of the working subjects of economists. Corruption in both developed and underdeveloped countries; It deters investments in the economy, negatively affects economic growth and development, disrupts income distribution, causes waste of resources, and finally damages democracy and morality, as well as negatively affecting macroeconomic magnitudes. The main purpose of the study is to analyze the effects of corruption on economic growth in Turkey. In this direction, firstly, a general evaluation has been made about the concept of corruption, its causes and how it can be measured. An alternative model was produced to describe the relationship between the variables. In the model, economic growth is the dependent variable, corruption, inflation, unemployment and population growth are the independent variables; Internet access and household credit card usage were determined as control variables. Then the stability levels of the variables were tested. ARDL analysis was carried out to test the existence of a long- and short-term relationship. According to the results obtained, it has been seen that corruption has a negative effect on economic growth.
