Abstract
Çağdaş demokrasilerde siyasi partilerin varlığı kadar, onların var olabilmesine, yaşayabilmesine, iktidar olabilmesine imkân veren parti sisteminin varlığı da büyük önem arz etmektedir. Ülkelerin siyasal sisteminin şekillenişinde de büyük öneme sahip parti sistemleriyle ilgili literatüre bakıldığında önemli bilimsel çalışmalarla karşılaşılmaktadır. Ancak söz konusu çalışmaların önemli bir kısmının, parti sistemi türlerinin tespitine yoğunlaştığını, buna mukabil parti sistemlerinin oluşumunda rol üstlenen faktörlerin neler olduğu konusunun sınırlı ele alındığını, içeriğine çok fazla girilmediğini söylemek mümkündür. Bununla birlikte yapılan çalışmaların bir kısmında parti sisteminin oluşumu veya değişimi sürecinde uygulanan seçim sistemlerinin temel öneme haiz faktör olarak ileri sürüldüğü görülmektedir. Bu bağlamda nitel tasarımlı ve literatür taramasına dayalı olan bu çalışmanın amacı, seçim sistemlerinin parti sisteminin oluşumu sürecindeki belirleyicilik düzeyini, Türkiye’deki 1923-2018 arası gerçekleştirilen genel seçimler ve bu seçimlerde uygulanan seçim sistemleri üzerinden anlamaya çalışmaktır.

Abstract
İn modern democrasies, the existence of a party system that allows them to exist, live and come to power is as important as the existence of political parties. When was looked at the literature on party systems, which is of great importance in also to take on a shape the political system of countries, important scientific studies are encountered. However, it is possible to say that a significant part of the mentioned studies focused on the determination of the types of party systems, but the factors that play a dynamic role in the formation and change of party systems are taked in hand limitedly. Nonetheless, in some of the studies, it is seen that the election systems applied in the process of formation or change of the party system have been put forward as the main factor. İn this context, the aim of the study which is based on qualitative design and literature review is try to understand that is in the process of formation of the party system the determining level of election systems through the general elections in Turkey held between 1923-2018 and election systems applied in these elections.
