Abstract
Varlık fonları, genellikle ekonomilerde artı katma değer yaratacak projelerin finansmanında fon bulunması ve ekonomideki krizlerin yanı sıra finans piyasalarında oluşabilecek oynaklıklarının minimum seviyeye düşürülebilmesi hedefi ile kurulmaktadır. Bu bağlamda ortaya çıkışı ve ekonomide yarattığı etkiler açısından varlık fonları günümüzde büyük önem arz etmektedir. Varlık fonlarının sayısı her geçen gün artmaktadır. Varlık fonları başlangıçta “petrol” gibi bir emtiaya dayalı olarak kurulmaktaydı. Ancak günümüzde sermaye yapısı dış ticaret fazlasından ve finans piyasalarından elde edilen gelirden oluşan çeşitli varlık fonları da bulunmaktadır. Sayısı ve önemi her geçen gün daha da artan varlık fonlarına Türkiye’de de ilgi duyulmaya başlanmıştır. Bu ilginin en önemli nedenlerinden birisi, 15.07.2016 gecesi yaşanan darbe girişimidir. Bu bağlamda Türkiye’de kurulan varlık fonlarının temel amacı, ileride yapılması planlanan büyük projelere fon bulunması ve ekonomik büyümenin gerçekleştirilmesinin yanı sıra ekonomik istikrarın sürdürülebilirliğinin sağlanmasıdır.

Abstract
Sovereign Wealth Funds (SWF) are generally established with the aim of finding funds in the financing of projects that will create added value in the economies and to minimize the volatility that may occur in the financial markets as well as the crises in the economy. In this context, SWF are of great importance today in terms of their emergence and effects on the economy. The number of SWF’s is increasing day by day. SWF’s were initially set up based on a commodity such as 'oil'. However, today there is also various wealth funds whose capital structure consists of foreign trade surplus and income obtained from financial markets. In Turkey, the number and importance every day becoming more SWF’s have also begun to be interested. One of the most important reasons for this interest is the coup attempt that took place on the night of 15.07.2016. The main purpose of the fund's assets established in Turkey in this context, to have done in the future to fund major projects planned and carried out the order is to ensure the sustainability of economic growth as well as economic stability.
