Abstract
Güvenlik olgusu insanlık tarihi kadar eskidir ve insanlığın yeryüzündeki serüveniyle birlikte gelişmiş ve pek çok değişim geçirmiştir. Güvenliğin temel amacı bireylerin, toplumların ve devletlerin hayatlarını güvenlik içinde sürdürmelerini sağlamakken, buna karşın terör, güvenliğin en büyük tehditlerinden birisidir. Terörün başlıca hedefleri arasında insanları öldürmek ve korkutmak vardır. Kısaca ifade etmek gerekirse terör insanlık için bir zehir ise güvenlik onun panzehiridir. 11 Eylül 2001 terör saldırıları bu iki aktörü tartışmaların merkezine tekrar yerleştirmiştir. Dünyada sansasyonel bir etki yaratan saldırıdan sonra ABD, küresel çapta adına terörle savaş dediği bir dönemi başlatmış ve bunun için güvenlik konseptini, paradigmasını ve algılarını değiştirmiştir. ABD'nin bu tutumu müttefiki olan pek çok ülkeyi etkilemiştir ki bu ülkelerden birisi de Türkiye'dir. Türkiye jeopolitik konumuyla Asya ve Avrupa'ya bağlayan köprü bir ülke olmanın yanı sıra Ortadoğu ülkeleriyle de komşudur. Bu nedenle küresel ve bölgesel mücadelelerin yol açtığı sorunlar, iç savaşlar, terör ve bunlardan kaynaklanan yoğun göçler Türkiye'yi fazlasıyla etkilemektedir. 11 Eylül'den kısa süre sonra ABD'nin Irak'ı işgal etmesi, Arap Baharı'nın etkisiyle 2011 yılında Suriye'de patlak veren iç savaş Türkiye'nin güney sınırında kaotik bir ortam yaratmıştır. Bu durumdan beslenen DEAŞ ile PKK'nın Suriye uzantısı PYD/YPG, Türkiye'nin güvenliğine yönelik yeni ve ciddi tehditler ortaya çıkarmıştır. Bu arada Türkiye'nin sınır içinde mücadele ettiği PKK ve diğer terör örgütlerine FETÖ de eklemlenmiştir. Tüm bu gelişmeler Türkiye'yi iç ve dış güvenlik konularında yeni konseptler geliştirmeye itmiştir. Bu çalışmanın amacı, Türkiye'nin güvenliğini sağlamak ve terörle daha etkin bir şekilde mücadele etmek için takip etmeye başladığı yeni güvenlik konseptini ve onun felsefesini analiz etmektir. Bu analizde, Türkiye'nin, iç ya da dış kaynaklı olduğuna bakmaksızın, tehditlerin gelip kendisini vurmasını beklemeden, kaynağında kurutmak ve terörün ekosistemini yok etmek için nasıl mücadele ettiği ve bu mücadelenin temel yöntemi olan "ara-bul-yoket" stratejisini nasıl uyguladığı yer almaktadır.

Abstract
The phenomenon of security is as old as the history of humanity and has developed along with the adventure of humanity on earth and has undergone many changes. While the main purpose of security is to ensure that individuals, societies and states continue their lives in safety, terrorism is one of the biggest threats to security. The main targets of terrorism are to kill and intimidate people. For this reason, if terrorism is a poison for humanity, security is its antidote. To put it briefly, if terrorism is a poison for humanity, security is its antidote. The terrorist attacks of September 11, 2001 placed these two actors at the center of the discussions again. After the attack, which had a sensational impact on the world, the USA started a period called the war on terror on a global scale and changed the security concept, paradigm and perceptions for this. This attitude of the USA has affected many countries that are allies, one of these countries is Turkey. Turkey, with its geopolitical position, is not only a bridge country connecting Asia and Europe, but also neighbors with Middle Eastern countries. For this reason, the problems caused by global and regional struggles, civil wars, terrorism and the intense migrations caused by them greatly affect Turkey. The US invasion of Iraq shortly after 9/11 and the civil war that broke out in Syria in 2011 with the effect of the Arab Spring created a chaotic environment on Turkey's southern border. Fed by this situation, DAESH and the PKK's Syrian extension PYD/YPG have created new and serious threats to Turkey's security. In the meantime, FETO has also joined the PKK and other terrorist organizations that Turkey is fighting within its borders. All these developments have pushed Turkey to develop new concepts in internal and external security issues. The aim of this study is to analyze the new security concept and its philosophy that Turkey has begun to follow in order to ensure its security and to fight terrorism more effectively. In this analysis, how Turkey struggles to dry it at the source and destroy the ecosystem of terrorism, without waiting for threats to come and hit it, regardless of whether they are internal or external, and how it applies the "search-find-destroy" strategy, which is the main method of this struggle.
