Abstract
Bu çalışmanın amacı, uluslararası hukuk açısından deniz haydutluğu kavramını Somali özelinde BM Güvenlik Konseyi kararları çerçevesinde değerlendirmek ve bu kapsamda BM Güvenlik Konseyi’nin etkinliğini sorgulamaktır. Uluslararası hukukta deniz haydutluğuna ilişkin düzenlemeler irdelenerek, bölgede deniz haydutluğuna sebep olan etkenlere ve deniz haydutluğu ile mücadelede alınan uluslararası önlemlere yer verilmiştir. Bu örnek olay Konsey’in etkinliği açısından olumlu değerlendirilmiştir. Bu olumlu değerlendirmenin nedenleri deniz haydutluğunun tarihsel süreçte uluslararası toplumun görüş birliğine vardığı suçlardan biri olması, devletlerin yargı yetkileri ve haydutluğa maruz kalan devletin rızası dikkate alınarak çözümlenmiştir.

Abstract
The aim of this study is to assess the concept of piracy in terms of international law within UN Security Council resolutions and Somalia case to analyse the effectiveness of UN Security Council in this context. The regulations on piracy in international law are mentioned, the factors that cause piracy in the region and international measures taken in this process are included. In Somalia case, UN Security Council resolutions have been regarded as favorable. Piracy that the international community has reached a consensus on, state jurisdiction and consent of state that subject to piracy have been taken into consideration to analyse this assessment.
