Abstract
“Sivil” kavramı, günlük dilde “askeri-olmayan” anlamında kullanılmakla birlikte, sivil kavramının çağrıştırdığı anlam daha çok şehir (civic) ve medeniyet (civilization) ile ilgilidir. “Sivil toplum (Civil society)” kavramı ise, şehir ve medeniyet (yaşamı) ile olan ilgisi kavramın ilk kullanıldığı eski Yunan’a kadar geri götürülebilir. Bu çalışmanın temel amacı, sivil toplum kavramını, öncelikle içinden çıktığı Batı toplumunun fikri ve sosyal yapısı içerisinde analiz etmek; Türkiye’deki güncel politik tartışmalarda da gittikçe önemli bir yer işgal etmeye başlayan bu kavramın Türk toplum yapısı içerisindeki gelişimi ve İslam-sivil toplum ilişkisi çerçevesinde, dinî cemaatlerin sivil toplum kuruluşu olarak kabul edilip edilemeyeceğini tartışmaktır. Bu amaçla, ilk bölümde sivil toplum kavramı üzerinde durularak, “sivil toplum” olgusunun felsefi temelleri, Avrupa toplum yapısı ve bu yapının temel değişkenleri göz önüne alınarak analiz edilmeye çalışılacaktır. İkinci bölümde ise, Osmanlı toplum yapısının temel parametreleri göz önünde bulundurularak, Avrupa etiketli “sivil toplum” kavramının Osmanlı toplum yapısına nasıl ve hangi dinamikler yardımıyla girdiği ve ne tür işlevler üstlendiği üzerinde durulacaktır. Son bölümde ise, İslam/demokrasi/sivil toplum ilişkileri bağlamında dinî cemaatlerin sivil toplum kuruluşu olarak kabul edilip edilemeyeceği konusu irdelenecektir.

Abstract
Although the concept of “civil” is used in the meaning of “non-military” in the daily speech, its approach and echo that intensifies the meaning is mostly related with “civic” and “civilization”. Civil society can be traced many centuries back till ancient Greek in which this term is connected with city (polis) and civilized life. The main aim of this research is to analyze concept of civil society primarily in the context of intellectual and social structure of Western community it was born from, and to discuss whether religious communities could be taken for granted as civil society institutions by considering the progress of this concept in the Turkish social structure and Islam-civil society relations which had recently begun having a large and significant ground of discussion in various current political disputes in Turkey. To reach this aim, we will try to analyze philosophical basis of the concept “civil society” by exploring the concept of civil society while considering primarily the European societal structure and basic variables of this of that structure. In the second part, we will discuss by considering primary parameters of the Ottoman societal structure how the European-labeled “civil society” concept penetrated to the Ottoman societal structure, and using which dynamics, and assumed what sort of functions as well. In the final part, we will try to explore whether religious communities could be assumed as civil society organizations in the context of Islam/democracy/civil society relations.
