Abstract
Çalışmanın amacı, 2013 yılı itibariyle kamu hastanelerinin yönetim yapısındaki değişimin 2014 yılını da içerecek şekilde sağlık hizmeti performans sonuçlarına yansımasını değerlendirmektir. Performans değerlendirmesinde Veri Zarflama Analizi (VZA) yöntemi kullanılmıştır. Kurulan model EMS programından yararlanılarak çözülmüştür. Sağlık Bakanlığı devlet ve eğitim araştırma hastaneleri gibi karar verici birimlerde 2013 ve 2014 yılını içeren verilerden yatak sayısı, hekim sayısı, muayene sayısı, ameliyat sayısı gibi sağlık hizmeti üretim sürecine yönelik girdi ve çıktı değişkenleri kullanılarak performans değerlendirilmesi yapılmıştır. 2013-2014 yılları devlet ve eğitim araştırma hastaneleri girdi yönelimli ölçeğe göre değişken getirili etkinlik skorlarına göre etkin olduğu belirlenen hastane sayısı 64’dür. 2013-2014 yıllarındaki etkinlik skorlarındaki değişim oranlarına bakıldığında 45 hastanede azalma ve 49 hastanede ise artış olduğu belirlenmiştir. Devlet ve eğitim araştırma hastaneleri 2013-2014 yılları ölçeğe göre sabit getirili etkinlik skorlarına göre etkin olduğu belirlenen hastane sayısı 35’dir. 2013-2014 yıllarındaki etkinlik skorlarındaki değişim oranlarına bakıldığında 66 hastanede azalma ve 54 hastanede ise artış olduğu belirlenmiştir.

Abstract
The purpose of the study is to assess reflection of the change in the management structure of the public hospitals as of 2013 on the performance results of the healthcare service covering 2014. Data Envelopment Analysis was used to evaluate of the performance of hospitals. The established is model is solved using EMS program. Performance assessment is made by using input and output variables for the production process of healthcare services, such as number of beds, number of physicians, number of examinations and operations, etc. in decision-making units such as the state and training research hospitals including 2013 and 2014. According to variable-yield activity scores based on the input-oriented scale of state and training research hospitals for 2013-2014, number of hospitals determined as effective is 64. When we look at the rates of change in activity scores in 2013-2014, it is determined that 45 hospitals have a decrease while 49 hospitals have an increase. According to the fixed-yield activity scores based on state and training research hospitals scale of 2013-2014, number of hospitals determined to be effective is 35. When we look at the rates of change in activity scores in 2013-2014, it is determined that 66 hospitals have a decrease while 54 hospitals have an increase.
