Abstract
Küreselleşmenin etkisiyle özellikle Soğuk Savaş sonrası dönemde güvenlik anlayışında bir dönüşüm yaşanmıştır. Güvenlik konusu halen devlet merkezli olmayı sürdürmekle birlikte bireyin güvenliği de oldukça önemli görülmeye başlanmıştır. Bu aşamada sadece bireyler değil, binalar, fabrikalar ve bunun gibi diğer mülkiyetlerin güvenliği de önem kazanmıştır. Güvenliğin korunması sürecinde genel kolluk ve özel kolluk birimlerinin etkinliği tartışılmaktadır. Özel güvenliğin sağlanması sürecinde de dünyada çeşitli uygulamalar bulunmaktadır. Çalışma genel anlamda, Avrupa Birliği’nde özel güvenlik sektörünün sesi olan Avrupa Güvenlik Hizmetleri Konfederasyonu’nun uygulamalarını açıklayacak; özel anlamda da konfederasyonun üyelerinden biri olan Türkiye’de özel güvenlik uygulamalarını değerlendirecektir. Türkiye’de özel güvenlik sektörünün gelişimini hukuksal ve tarihsel çerçevede açıklamaya çalışmak, çalışmanın en önemli amacını teşkil etmektedir. Sonuç olarak çalışmada, Avrupa Birliği üyelik sürecindeki Türkiye’de, özel güvenlik uygulamalarının yapısı ortaya konmaya çalışılacaktır.

Abstract
With the effect of globalization, there has been a transformation in the understanding of security, especially in the post-Cold War period. Although the issue of security continues to be state-centered, the security of the individual has started to be seen as very crucial. At this stage, the security of not only individuals but also buildings, factories, and other properties gained importance. The effectiveness of general law enforcement and private law enforcement units is discussed during the security protection process. There are various applications in the world in the process of providing private security. The study will explain the applications of the Confederation of European Security Services, which is the voice of the private security sector in the European Union in general and will evaluate the private security practices of Turkey who is one of the members of the confederation in particular. Trying to explain the legal and historical framework of the development of the private security sector in Turkey constitutes the most important objective of the study. As a result, the study will attempt to demonstrate the structure of private security practice in Turkey in the European Union membership process.
