Abstract
1980’li yıllara gelinceye kadar dünyada ve Türkiye’de ekonomik büyüme denilince akla salt olarak kişi başı gelirlerin artırılması ve refah seviyesinin yükseltilmesi gelmekteydi. Ancak ekonomik büyümenin sadece ekonomi ile ilişkili olmadığı, çevre, eğitim, güvenlik, beşeri sermaye ve daha birçok faktörü dikkate alarak kaynakların optimum kullanımıyla büyümenin sürdürülebilir hale getirilmesi son yıllarda gündeme gelen bir konu olmuştur. Sürdürülebilir ekonomik büyüme kavramı, toplumun ekonomik, sosyal, çevresel, politik, kültürel vb, çeşitli alanlardan gelişimini kapsayan, sürdürülebilir ve kalıcı büyümesini amaçlamaktadır. Bu açıdan uzun dönemde sürdürülebilir büyümenin asıl dinamiklerinden biri de bilgi ve iletişim sektörü (BİT)’dür. Zira teknoloji kapasitesinin artırılması ve buna bağlı olarak ülkelerin rekabet üstünlüğü sağlaması ülke ekonomileri için hayati bir önem arz etmektedir. Hayatın her alanında kendisine yer bulan BİT, yaşam standartlarını yükselmesi yönüyle sürdürülebilir ekonomik büyüme kavramıyla doğrudan ilişkilidir. BİT’te yaşanan hızlı gelişmeler ekonomik büyümenin başlamasında, hızlanmasında ve sürdürülebilir olmasında temel bir rol oynamaktadır. Bu çalışmanın amacı, BİT’te yaşanan gelişmelerin sürdürülebilir ekonomik büyüme üzerindeki etkisini incelemektir. Buradan hareketle 2000-2018 arası dönem için farklı gelişmişlik düzeyine sahip 46 ülkenin verileri panel veri analizi ile incelenmiştir. Elde edilen sonuçlar, farklı gelişmişlik düzeyindeki ülkeler için bilgi ve iletişim teknolojilerinin sürdürülebilir ekonomik büyüme üzerinde olumlu katkıda bulunduğu sonucuna ulaşılmıştır.

Abstract
Until the 1980s economic growth was thought to increase the income per capita and increase the level of welfare in the world and in Turkey. However, it is seen in recent years that economic growth is not only related to the economy but also sustaining growth with the optimum use of resources, taking into consideration the environment, education, security, human capital and many other factors. The concept of sustainable economic growth aims at sustainable and permanent growth of the society, covering its development from various fields such as economic, social, environmental, political, cultural etc. In this respect, one of the main dynamics of sustainable growth in the long term is the information and communication sector (ICT). Because, increasing the technology capacity and thus providing competitive advantage of the countries is of vital importance for the economies of the country. ICT, which has a place in every area of life, is directly related to the concept of sustainable economic growth in terms of increasing living standards. Rapid developments in ICT play a fundamental role in the start, acceleration and sustainability of economic growth. The purpose of this study is to examine the impact of developments in ICT on sustainable economic growth. From this point of view, data of 46 countries with different levels of development for the period between 2000-2018 were analyzed by panel data analysis. The results have been concluded that information and communication technologies contribute positively to sustainable economic growth for countries with different levels of development.
