Abstract

Dünyada etkisini yoğun olarak gösteren rekabet toplumları ve ülkeleri farklı arayışlara itmiştir. Bu açıdan günümüzde yenilik arayışı amacı ile çeşitli inovasyon politikaları tasarlanmış ve bu çerçevede birçok uygulama hayata geçirilmiştir. 1980’li yıllardan itibaren AB ve Türkiye de ulusal bilim ve teknoloji kapasitesini artırmaya yönelik farklı politika belgeleri hazırlanmıştır. Çalışmanın amacı bu politika belgelerini inceleyerek AB’ye uyum sürecinde olan Türkiye’nin bilim ve teknoloji politikalarının değerlendirilmesidir. Bu değerlendirmeler sonucunda Türkiye’nin bilim ve teknoloji konusunda dünyadaki gelişmeleri yakından takip etmesi ve bu gelişmeleri politika tasarımlarında değerlendirmesi gerektiği sonucuna varılmıştır.

Abstract

Competition that has an intense impact in the world; it has directed societies and countries to different searches. In this respect, various innovation policies have been designed and various applications have been implemented in order to seek innovation. Since the 1980s, various policy documents to increase the national science and technology in the EU and Turkey were prepared. The aim of this study is to examine this policy documents in the EU integration process, wich is the evaluation of Turkey’s science and technology policy. These assessments continue to monitör closely developments in the world and in Turkey’s science and technology and has concluded that these developments should evaluate their policy design.
