Abstract
20. yüzyıl, kimi düşünürlere göre tarihin sonunu, kimine göre ideolojilerin sonunu, dolayısıyla siyasetin sonunu getirmiştir. Bu düşünürler söz konusu “son”un genel olarak liberal demokrasinin uzlaştırıcı niteliği yüzünden geldiğini iddia etmektedir. Bu iddia siyasetin ontolojisi üzerine bir dizi tartışmayı da tetiklemiştir. Siyasetin özünde ne olduğuna ilişkin tartışmalar “siyasal olan” kavramı çevresinde şekillenmiştir. Bu bağlamda Alman hukuk ve siyaset düşünürü Carl Schmitt’in “siyasal olan” kavramı üzerinden açılan tartışmalar, bu çalışmanın konusunu teşkil etmektedir. Çalışmada bir yandan siyasetin ontik ve ontolojik kavrayışları ortaya konurken, diğer yandan Schmitt’e getirilen eleştiriler ve Schmitt’ten etkilenen düşünürlerin siyasal düşüncenin temel kavramları üzerine yürüttüğü tartışmalar değerlendirilmektedir. “Siyasal olan” ve “siyasetin dönüşü” ekseninde yürütülen bu tartışmalar devlet, meşruluk, egemenlik, olağanüstü hal, parlamenter demokrasi, çoğulculuk, uzlaşma ve çatışma, hukuk ve siyaset kavramları üzerine yeniden düşünmemizi sağlamakla birlikte, aynı zamanda son otuz yıldır süregelen teorik saflaşmayı da gözler önüne sermektedir.

Abstract
The 20th century, according to some philosophers, brought about the end of history, according to others the end of ideologies, and consequently the end of politics. These philosophers argue that this 'end' generally came about due to the reconciliatory nature of liberal democracy. This claim has also triggered a series of debates on the ontology of politics. Discussions about what lies at the essence of politics have been shaped around the concept of 'the political'. In this context, the debates opened through the concept of 'the political' by German philosopher of law and politics Carl Schmitt, is the subject of this study. In this study, on the one hand, the ontic and ontological notions of politics are presented, and on the other hand, the criticisms made againts Schmitt and the discussions carried out by philosophers influenced by Schmitt on the fundamental concepts of political thoughts are evaluated. These discussions, conducted around the axis of “the political” and “the return of politics,” allow us to rethink the concepts of state, legitimacy, sovereignty, state of emergency, parliamentary democracy, pluralism, compromise and conflict, law and politics, and also reveal the theoretical polarization that has persisted over the last thirty years.
