TÜRKİYE’DE 2000’li YILLARIN BAŞINDA AFET POLİTİKALARI VE KARŞILAŞILAN SORUNLARA İLİŞKİN DÖNEMSEL BİR DEĞERLENDİRME

Abstract
2000’li yılların başında merkezi ve yerel düzeyde afet politikalarındaki sorunları ele almayı amaçlayan bu çalışma belge incelemesine dayalı dönemsel bir analiz olma özelliğini taşımaktadır. Dolayısıyla bu çalışmada 1999 Gölcük depremi ve sonrasında 2000’li yılların başında afet yönetimine ilişkin düzenleme ve uygulamalar ele alınmıştır. Özellikle dönemin afet politikalarındaki dağınıklık, inşaat ve yapı denetimindeki yetersizlikler, sağlık ve ilk yardım çalışmalarına ilişkin aksaklıklar değerlendirilmiştir. Dönemin afetlere ilişkin planlama, koordinasyon ve işbirliği problemleri analiz edilmiş ve Türk Silahlı Kuvvetlerinin afet yönetimine bakışı irdelenmiştir. Son olarak Kahramanmaraş ilinde 2000’li yılların başında dönemin afet organizasyonuna değinilmiş ve o dönemde yerel düzeydeki sorunlar irdelenmiştir.

Abstract
This study aims at addressing the problems of disaster policies at the central and local level at the beginning of the 2000s and it is a periodical analysis based on the document review. Therefore, in this study, the arrangements and practices related to disaster management in 1999 Gölcük earthquake and the beginning of 2000 years were discussed. In particular, disruptions in disaster policies, inadequacies in construction and building supervision, and disorderness in health and first aid work have been assessed. The problems of planning, coordination and cooperation related to the disaster were analyzed and the view of Turkish Armed Forces towards disaster management was examined. Finally, at the beginning of the 2000s in Kahramanmaras province, the disaster organization was mentioned and the problems at the local level were examined at that time.
